Is it possible to use these on steel wire that has been coated with vinyl?

They worked fine on cotton cord, and I believe they will work on vinyl coated if the wire is looped back into the crimp item and the aluminum is crushed thoroughly.

Are these suitable for very thin wire? I'm looking for sleeves for a thin wire that I use for canvas. ?

It depends on the wire size; I used them on paracord and they're probably too big for thin wire.

When used with a large cable crimping tool, it works well. For the climber, I made new cables. With 3/16 cable, you can get a lot of power. Check your application's crimping requirements.
