There is absolutely no way I would use them to apply anything to my skin. I would not recommend using them for that purpose.
I can't answer your question since I have been using my own, but I would say that there are quite a few of each on the market, and they are both very good. It is a company I would recommend.
There are hazardous materials present in woodshops, electrical shops, etc. and this product is intended to be used in these environments. According to the linked Prop 65 blurb, that is all it is, not because the swans themselves are contaminated.
