Is it possible to keep the wheel on?

The wheels do, in fact, remain in place.

Is there a mop included in this?

No, a mop isn't included. In addition, the wringer does not remove nearly as much water from the mop as it should. I've tried two different mop heads, and after using the wringer, I have to wring out the excess water that remains in the mops. What a letdown!

After only one use, my initial impressions are that this product is best suited to people who have very light hand pressure. Not recommended for those who want to do a lot of wringing with their mop. It's surprising that they labeled it as "commercial. " In both the bucket and the wringer, the plastic bends when you apply just a little bit more pressure. It may be suitable for light duty, but it is not suitable for regular or commercial use. The price and reviews of other people influenced my decision to purchase this mop bucket.
