When I contacted Generac over the phone, they provided me with that information.
Start by putting the other end of the cable on the top of the starter. If it spins, touch the flat post with the other end, if it clicks, the starter could be fine and the issue could be in the power line. In order to identify the problem with the control board you should take a little screwdriver and jump the big post to the little flat post in order to turn it over. Those are the only things I can do. Best wishes

After only 13 months, the unit blew the 15 amp fuse and then shorted out. It is fair to say that I have not done a test to find out which part of the starter is dead shorted and will update this post when I do.
In order to test the starter, I ordered from Amazon We will be offering Specialized Power Services without Prime shipping on Wednesday. I did not expect the replacement starter to arrive days earlier than it did! It was an exact match for the original and a perfect replacement. This replaces the worn out starter, which spun the motor much more slowly. My generator now starts within seconds thanks to this new starter. It was an excellent decision to go with Specialized Power Services and this starter!.
A replacement that is exactly the same.
