It was designed to control hydraulic fluid, which is a petroleum-based oil, so I wouldn't use it for water.
It's possible that it will work, but it's not listed as propane-rated.
The direction of flow that will be controlled by the flow restriction knob is indicated by an arrow on the control fitting.

These worked well for me. I have a jd3039 with a 3 point hitch hydrolic tilt, and the movement was too fast, so I put one of these on each cylinder port to slow the outflow. When I first connected, I used ntpf connectors, which leaked. I changed the connectors to SAE 8 and the leaks vanished. I was overjoyed.
This valve allows full flow in one direction while restricting flow in the opposite direction. Steel is used in its construction.
They're heavy and appear to be of good quality; I used them on a skid loader to slow down some attachments, and they worked perfectly.
Everything goes according to plan.
I wouldn't say I love it, but I couldn't think of anything negative to say about it, so I gave it a five-star rating. It's well-made and completed the task I set out to accomplish.
