Yes, this clamp opens so you can install it over an existing connection without having to disassemble it.
The number is probably 304, but I don't know for sure. A specialty shop is the best place to buy 316 stainless. You need to get your arms and legs ready.
Since we use them in a wet environment, no part of the clamp has rusted over time. I believe the housing and screw are stainless steel as well.

They're really good worm gear clamps, these stainless steel ones. It comprises all stainless steel, not just the band, and it is a clamp with gear slots almost the length of the strap, so the clamp can be used the entire way around. They secure the 4 legs of each of my 5 deer feeders onto pieces of 5/8" rebar that are buried 3' into the ground. Each feeder has two clamps. I no longer had to tie my feeders with wire now that I'm using these instead and the feral hogs are unable to move them. You won't damage any more expensive feeders, and a lot of time is saved. I installed the screws with a 5/16" socket and tightened them very tightly with a 20 volt cordless drill powered by DeWalt. It is not necessary to strip.
