A more constructive approach would be to eliminate the obnoxious, self-important I agree that Karen provided a rude and serious answer, but I will actually answer your question because I realize it could be a valid one, especially if you were planning to use the cups for crafts or some other creative thing and are unsure of whether they would work. This seems to be crushed ice. I have a machine that makes large blocks of ice that look exactly like the image. It looked like a cup filled with expanding water beads at first.
