There is stainless steel in them. I'm not sure what "Grade" of stainless steel it is.
Tools marked Neiko Tools USA are exclusively manufactured for sale in the United States and imported and distributed by a reseller chain established in the United States. Neiko Tools are manufactured in Taiwan and China and distributed worldwide.
On the label of the case, it says We are a "Made in China" company. Despite the fact that it is still sealed, I have yet to open it. It was just to ensure I had it handy in case I needed something in a box in the future.

Update There is nothing magnetic about these #10 stainless steel washers and other items I purchased from my local Delaware Lowes store. Lowe's has a magnet in their quality control department, I guess.
