It's a nice touch to have the lock washers provided, but most likely you will also need to use flat washers between the lock washers and the bracket slot.
It was described in this way.
I was able to get my boat trailer back to 'like new' condition with just what I needed. There would have been nice if there had been flat washers included. Nevertheless, I have to say. I thought the price was reasonable.
