What are the dimensions of the 5/16-inch head (length, width, and height)? 1 inch? It has to be small enough to fit inside a t-shirt. rail?
You'll need a 1/2" socket for this. as a result, the flats are 1/2" across and the head is 1/2" across. However, you should use a square head bolt. McMaster-Carr & Company, Inc. Carr is an excellent resource in this regard.

Is the thread length 1" as it should be, or does the overall bolt length include the head measure 1"?
The threaded portion measures 1 inch in length.
