You could fasten the concrete with something that you are fastening to the concrete depending on its thickness. Adding 1/2 inch to the bolts' length, subtract the thickness of the material, and the bolts will be 3 inches long. Going into too much detail is not a problem.
The anchor you selected is not the right one for your project. You will need a bigger / thicker anchor.
The following measurements are in 1/4" A bolt with a 5 The 16 sleeve has a drill hole in it
There are five sixteenths of an inch in the sleeve's diameter. It would be necessary to drill a hole for installation with a 5/16" bit.

In this case, the sleeve is 5/16" in diameter, not the screw, which is 1/4" It broke the first time I tried getting more length and twisted when I tried to use it.
What they are are these things. As an anchor for a video monitor support in a cement wall, I used them. I expected exactly what I got.
