Is it possible to use this to reduce the output power of a 12 volt battery to 9 volts?
That's exactly what it's made for. Please keep in mind that the "LM78" series of regulators can only handle a maximum of 1 amp of load and will need to be used with a "heat sink." Look for one on Amazon that is made to work with a "TO-DO" list. 220" device, as well as instructions on how to use it on Google.
I'm looking for a regulator that will reduce the voltage from 9 to 6 volts. I'm not sure which one to get. ?
That is dependent on the amount of current you require. A single amp can be provided by an LM7806.

My build's output is a whopping 8. 88V DC, but it's possible that the input voltage has something to do with it. It should work well with guitar effects pedals.
