You should be all right. I use this for both flour and powdered sugar so I can't see why it wouldn't work with cinnamon as well.
A plastic covering is not required
There are a few things I'm not sure of Buying it for someone else was my purpose. Still, the stainless steel appeared to be normal. If you could not put it in the dishwasher, it is only two pieces and would take a tiny amount of time to wash by hand.

In contrast to what I expected, the lid just twists/snaps back into place instead of a screw on lid like, oh, I don't know, any other seasoning container.
