What is the capacity of this container in ounces? Is it intended to be used as a pitcher or is it purely decorative?

It holds about a cup to one and a half cups of liquid, in my opinion. It's an attractive vase for a nosegay bouquet or a bunch of wildflowers. It's a lovely present for any lady with Irish ancestry or who appreciates a traditional, artistic home decoration. Valentine's Day is quickly approaching, as is St. Patrick's Day.

What are the different levels of demension?

It isn't quite as big as I had anticipated - If my memory serves me correctly, I was about 8" tall.
