It's not appropriate, in my opinion. There is no way to attach this bed riser to anything. It will cause you problems if you use it on furniture that is frequently moved.

Can I use these on the ones from Bed Bath and Beyond that have USB power outlets to raise the bed?

This does not strike me as a good idea!

To use at a round dining room table, a traditional sofa must be raised on a hardwood floor. Is 3 inches a reasonable estimate, and will these fit?

If your table legs are 3 inches in diameter, I don't think this will work because the top opening is only 2 inches. 8 inches.

Just OK - It's possible to improve

These were only used on chairs that already had legs. The chair leg, I believe, did not go far enough into the riser. They had a habit of slipping off and collapsing. The chair did not tip over and was therefore safe, but it was frightening. This has happened a few times. All you have to do is take care not to plop too hard into the chair or move around too quickly. It is wide enough for most legs, and the leg does not move around too much in the riser, which is a plus.

It was ideal for elevating my bed by 3 inches, just enough to conceal my winter bedding in a secure tub. Very solid and substantial, with no movement at all. If you only need a small amount of extra space, this size is ideal.
