This is not truly how it works. Whether you spray it on clean metal or not, if you don't wipe it off when you're done, it will cause flash rust on the entire sprayed area. That's not so bad, but not great either.
This is what I sprayed on a rusty object. Pretty much worked the way it was supposed to. I believe I would have been better if I had rubbed it in a little more. If the rest of the rust had come off, the floor would be clear. There is one tub in our house that gets rusted every two months. I've never seen anything make my car look as good as new as this stuff does. This is amazing.
