I believe so. This can of sauce is sufficient for two of my smaller pizzas. There is a lot of thick and delicious stuff in there!
The ingredients don't list sugar or milk however, dairy products are listed on the list. Pizza sauces like this one are among my favorites.

" Many years ago I had a close friend who owned a pizza place that was extremely popular. Several years ago, my daughter and I had a late lunch at this establishment. As there wasn't a lot of traffic, she sat down with us for a quick bite. I told her if she didn't tell me another secret, I was going to get her sauce recipe, so she peeked out into the parking lot and called me in. We're on Papa! The sauce she makes always reminds me of her, so I've bought it for years.
Thick and rich, in my opinion. A really thick and rich sauce of top quality can only be described as top-quality. If you wanted, you could even thin it a little bit. Besides the heat, there is also a little bit of sweetness. A little sweetness would have helped it stand out a bit more, which I think makes a good pizza (or pasta) sauce. There were also not enough herbs, so adding a few basil or oregano leaves In order to get around these issues, you could simply add your favorite seasoning, maybe a little tomato paste, or sugar to add some sweetness, and then you could adjust it to your preferences.

This delicious food is to die for! This is the kind of clean you lick the can afterward. There is just the right amount of tomato flavor and just the right spices to give my pizzas the flavor I like. One can covers a 14 to 16 inch pizza. Pizza I like doesn't have tons of sauce on it. The next time the case is empty, I will certainly order more.
