There is no way they have designed an outdoor mount that is not completely rustproof. There is no generic base in this mount, it's a Netgear/Arlo branded mounting system. In my opinion, it is unacceptable that stainless steel was not used (or some other weather-proof material) This type of screw is corrosion resistant. The cheapest thing ever!.
