You should be able to use it as long as your gear is 19' wide and uses industry standard U mounting. The shorter racks (often two posts instead of four) have been used by others for that kind of application.
This is a measure of available vertical capacity within a rack that is called a Rack Unit. Hence, the 8U model can safely accommodate equipment up to 8U in size. If you purchased the 12U Dell PowerConnect 2848, there would still be 7U unused (or 11U if the Dell PowerConnect 2848 is 1U).
