Whether you are underwater or above, this system will work for you. As far as the Hero 8 is concerned, this light does not have a mounting platform, however if you have a rig with attachments, then it can be mounted there.

A few years ago I had owned the first version of this light, which I had attached to my gopro and dropped in the water about 30' deep. After it stayed lit for maybe a minute, it was never lit Since it was so inexpensive, I took the chance on purchasing this latest model. I am very happy with it. It has been used multiple times in salt water with my GoPro 3+. I've taken it down to a depth of 212' The light stays on for 2 to 3 minutes When set to the highest setting, it will run for 3 hours. About 150 feet are visible in the photo.
They are inexpensive and bright. For the price, they are by far the best underwater light I have ever used. Underwater, those lights are brighter than fancy $300 dive video lights a fraction of the price. The light clips to a camera's hotshoe, so make sure it is fully clipped into place and you hear a "click" otherwise it will fall off. As much as we love color, color filters are completely useless since they are too weak, but since the light is true white, we don't even need them.
For the price it's a good deal, I am not sure about the build quality of the housing because it seems to be a little cheap to me, especially for the price. It does slip off the stock housing easily so I do not recommend using that mount without some glue or something.
Attached this to a mount next to my underwater cameras for filming underwater and get about 45 minutes on high with a beam that illuminates an area about 15' in front of me at a depth of about 150 feet. It's only concern is that it gets extremely hot while charging the battery inside. You could burn your fingers if it was that hot. Please consider picking up a LiPo battery bag to place this in though charge, just in case there are any issues. I've charged mine over 50 times without any issues, however, please be aware that this will vary according to your battery type.
As for the light itself, it produces a lot of light. Filters are also useful. The attachment mounts snap The system is not very secure due to this. It allows you to keep your GoPro in place and mount the light to the handle, but it also snaps to the mount I think the connection between the light and the go pro needs to be more secure and there should be no orientation offs. While on a dive, I had a backup lanyard on my GoPro for safety, and I knocked my arm against the stairs after getting back on the boat (waves and heavy diving gear). The gopro must have caught something because it came off right away. It would have been easy to lose it if I wasn't so careful, but I am holding the handle with the mount still attached to my wrist, and the GoPro and light are hanging from the wrist lanyard. The attachments should be incorporated into the Neewer rather than being attached via snap-ons. My diving days are over. I am never using that light again.
It's almost black out there, but this light casts a light upon is a great flashlight for underwater use, but it is not recommended as your main flashlight for most circumstances. During my tests, it did not stay at 100 percent brightness for a long time. Since our time under water is also very short, there was no problem within two hours. I used it to take some very clear pictures of jellyfish, which I will recommend to anyone who needs them.
