Does it Matter if It's in 4K? It did not work on Android or Chromebook, so I tried to figure out what was the problem

I am in a complete state of I'm able to distinguish some differences in detail when zooming into some specific areas of 1080P, 2K and 4K. As for a 4K monitor, I don't have one. Similarly, the size of the files differs. Android Gallery, however, reports that all of the files are 1080p. The video is being played at 720P, 9 fps by VLC. There is no way these 4K cams on sale are different from any other 4K cam I have seen. A recording of the app is shown below. The SD card is not better than the hard drive.

My first camera was acquired about a half dozen years ago, and so far, this one is holding up well. I often have issues with it not wanting to connect to the app (the app is not good). A good camera all the way around.
