Yes, it is. A tripod mounting hole is located at the bottom, so the camera can be mounted on a tripod using the bottom access.
This is odd! A new EYEPIECE must be attached to the existing cover after removing the old one. Because my camera (Canon M50 mirrorless) doesn't have a removable eyepiece, having been told by the maker it would fit, it did not! The item was returned to you! Also, note how huge it is. The camera cover appears to be made to cover the largest camera possible.
