It is very likely that the fan will not change speeds when you 'change' the speed setting with the switch if the ceiling fan won't turn on at all.

We noticed our fan had become erratically erratic and vibrating after being controlled by a Lutron dimmer. Having checked out the dimmer, it appears there may be a problem with the capacitor. To repair the fan, I cut the power and then opened the compartment under the fan to access the pull chain switch. The 5 wires from the old capacitor were cut and wire nuts were attached to the new capacitor, and the fan was a breeze to repair. The machine is in perfect working order. There was no need to remove the fan at all. It took me 10 minutes to do.
