What is the purpose of this?

Condenser microphones are powered by this device. Some condenser microphones with USB connections have phantom power built-in, which is adapted from the USB power source, but most studio-quality condenser microphones do not. Unless the preamp (which may be built-into a mixer) supplies phantom power, quality condenser microphones plugged into a preamp require a 48V phantom power source on the line between the mic and the preamp.
