I'm pretty sure it's 29, but my pants are nowhere to be found. I really liked how well it fit and how comfortable it was. I'm crossing my fingers that I'll be able to locate them.
I ordered a petite size M with a 28" inseam.
No, not at all - They have a little give to them, but they aren't particularly stretchy.

These are lovely, comfortable, and appropriate for a variety of occasions. I wore them to a wedding and they made me feel fantastic. I didn't think I was overdressed in the least. I'm a size 12 and found the large to be a good fit.
I ordered the royal blue and was pleasantly surprised to find that they fit perfectly and that the color was amazing for the price.
