If I had worn it at my hips, the bottom of the skirt would have touched the ground, and the waist would have been painfully narrow. This is a Large that I ordered. I wore this skirt with a 35" waist and it was comfortable, but it did stretch a little to fit me. Thus, a smaller waistline (30-35" You're still going to see that 34) is going to hug your waist just fine. A length of over 35 inches is certainly possible. A large would be for a person who is between 10 and 15 In this range, there is a size 14. Rapunzel's costume required a skirt, but I will definitely be able to wear this during the year as well. There is more to seeing through than to seeing through. We like the feel of the fabric. To me, it is not the see-through that is important. The plants are easy to take care of and flow well. reason I am having difficulty wearing it is that the skirt actually touches the ground since I am a taller woman than the average American lady. In order to fix this problem, I simply rolled it up at my waist, but this adds a bit of bulk to my midsection. Apart from that, I like it a lot and plan to wear it a lot.

Because other reviews said it fits a little loose, I bought the next size down. It seems to fit well, but it would have been too small if I had ordered one size smaller.
