To be safe, go with a Large. I'm 5'4" and have a 34-inch bust, and it fits perfectly with your bust 38. A medium will be too tight. I hope I was able to provide a satisfactory response to your query. You can take it to the cleaners and have them put it in for you, which is what I do.
I'm not sure what size would be best for you, but I can tell you that this dress runs big, at least on me. I ordered a small for my height and weight of 5"6" and 105 pounds, but it's about four sizes too large. So I'm not sure how that translates, but I'd go down a size rather than up. My guess is L or M because the size small was not the 32. This brand's size chart predicted a bust measurement of 5 inches. In the meantime, it's a lovely, well-made dress. Because it stretches, go down a size if you want it to be more form fitting. It's a dress that'll look best if you keep it close to your body.
