It is okay to order one or two sizes up if your girl is big. Despite the elastic waist band, this is a comfortable waist band to wear.
My guess is you would fit into a women's XL-sized garment based on your waist measurement The XXL size. The only possible reason I can see it might not fit is because of the built-in shorts that these have, they do not provide measurements, but since these are from an Asian company, I would guess they could probably be made smaller and/or more fitted. A tight schedule could be in order. Those built in shorts and the way they’re connected to the jacket have been criticized in the reviews, if that occurs. It would be great if you could cut them out to try and see if they work That could help if the shorts are an issue!
If you wanted to dye the skirt with synthetic dye, you could, but the skirt is polyester. If it did, it would be in pastel colors only. My recommendation would be to steer clear of

THIS IS THE SKIRT YOU WANT! A really good quality skirt that fits well, has a little stretch in the back, and has a zipper on the side. I've wanted one like this for a while now and finally found one that's worth it! For me, there is no reason to complain.

It is best to order one size up from your actual size rather than coming in one size smaller. After reading reviews, I ordered a size bigger than I usually get, but when I tried it on, it was too large. To be more accurate, I should have ordered an Adult Medium, but I ordered the Adult Large instead. It's super cute. It was a pleasant surprise to see this skirt. This dress was so well made and a perfect fit for my daughter. Because it had the "shorts" underneath, it was pretty comfortable, but if your daughter is like mine and is always practicing her gymnastics and dance, then you should make sure your daughter wears spanky pants or bootie shorts because it didn't have the most.
