To what height does the boot actually rise?

I received four new ones this week that are 12" tall, while the previous four were 4" tall I have bought 14-year olds for the past 6 years Although they were 15" tall, I found that they proved too tight for my calves, so I ordered the shorter version and they fit perfectly. When I first bought those boots, they were top-heavy, and I cut off the top 1/2" of the top where they were thicker (and tight) to make them fit well, and then glue the lining to the boot because the top was loose after cutting off that most of the
