Although I can't make a divine determination, I can make an educated guess based on how it is, that it isn't rusting, how it feels over time, etc. Thin bargain steel is more than likely to be involved. In my experience, it may not hold its shape after too many contortions larger than keys-I use them for backpacks, etc. and for other purposes, but this is probably because the material is so thin and flat as opposed to making it from another material.

Since the rings that hold the license tags on Labradors' collars bend and the tag falls off, I have experienced trouble with my dog's tags. These appear to be the cure because they are flat and seem to be made of stronger spring steel. If you have a similar problem, I would recommend them.
