Although I am not certain if it is "fully waterproof", in my experience, I have found it to be fairly secure. There are nice linings on the inside and outside that repel water pretty well. As I waited in line for a concert in the pouring rain, I was concerned my ticket would get wet, but there was no evidence in my bag that my stuff would get wet, unless I opened it or removed something.
Along with other essentials, it was large enough for a Galaxy Note. You should have no problems getting it on your phone.

We received the item this morning and tried it immediately. I'm so glad that I found this! You can even attach an excess strap to the belt loop. There is an inner compartment for credit cards and money as well as a front zippered pocket for credit cards. There is also a zippered compartment in the back where I was able to fit my iPhone 6s plus (that has a silicon TPU case on) so any device that is thinner or smaller will definitely fit in there! It's just that my phone is in the compartment, so I couldn't take a picture. Yet you can be sure that it fits. There are sturdy handles on the zippers so the zippers do not easily break.
