My daughter, too, has always been a little shorter on the "bottom" - However, this brand, in my opinion, runs true to size. If she wears this summer, she's starting to fit into 18-inch heels. If you're 24 months old and shopping at Carter's, size up to a 2T.
These were purchased for my Granddaughter, who is a size 6, and I found them to be true to size, fitting her like a pair of underwear. She adores them and has been swimming in them with a sun protective swim shirt every day for the past two months! I would buy them again:

We found a super cute swim top in Target's juniors section, but the bottoms it came with were too big for a girl her age. Solid black tween bikini bottoms were extremely difficult to come by. These are comfortable to wear and are not too flashy. It goes well with a variety of swim tops!.
Swimwear for this age group is limited in terms of style, fit, and appropriateness. We were so optimistic when we ordered these swim bottoms in two sizes and a variety of colors, hoping that at least one of them would fit. Despite the fact that the fit was good and my daughter could fit into both sizes 10 and 12, the material is so thin that they are unwearable and indecent for a teen girl. I'm surprised there haven't been any other reviews of these swim bottoms with this effect. Regardless of color, all four pairs that we ordered had the same problem. I can't imagine how they'd look if they'd gotten wet! Please beware if you have a tween/teen girl who requires normal privacy over the front bikini area; they actually fit her and provided good coverage on the backside. These aren't going to work! Purchases should be avoided.
I'm giving these a one-star rating because they aren't lined and are thus see-through when my daughter wears them. She'll never be able to put this on. I was relieved to discover only bottoms because she required a smaller size than the top she already owned. Very let down.

Because there is no lining, you will lose coverage if the bottom gets wet. I'm not saying the bottom is transparent, but the outline of everything in the nether region can be seen clearly. The cut, color, and fabric, on the other hand, are fantastic. My daughter prefers this swimsuit to all others, particularly because of the low price. Please begin using a lining for these!.
She wears a size 7/8 rash guard, and the two bottoms that came with them are way too big (gymboree's bottoms are huge). I ordered a size 6 and it fits like underwear, with no gaps and a full coverage of her body. It doesn't appear to bunch or ride up as she swims throughout the summer.
Colors are vivid and of high quality. Exceptional reporting. In two weeks, my daughter will be six years old and tall (approximately 44" tall). Size 6 pants are always too big in the waist for me (I'm exactly 43 pounds), so I ordered a size 5. They're a good fit if you give them a little breathing room.
