I recommend a large if you want to go for a slightly oversized look. However, if you want it to be more snug, she can do a medium.
I bought a small for a 6 year old who is tall and slim and it fits her perfectly with some extra room, so I would recommend a small as I've found that all of the amazon brand kids clothing I've bought for her runs a little large but is of excellent quality and value.

This is a lovely jacket, and my daughter appreciates how warm it is. Having said that, keeping this jacket clean is nearly impossible. When a child goes outside to play, anything and everything sticks to it. Debris becomes entangled in the exterior fabric and is impossible to remove with a lint roller. To get it even close to clean, you'll have to manually pick out everything and then wash it. If you don't, your child will appear to be a hobo playing music and singing folk songs in a storage car on a train. If that's okay with you, I'm sure you can find harmonicas on Amazon to finish the look.
The coat is adorable and fluffy, but it is a disaster for a small child. Everything sticks to it if they go through any plants or weeds. I spent 30 minutes removing pieces of bush from her arms the first time she wore it. The photos were taken after I had removed the majority of it!.

In my opinion, it is not worth the money. I purchased this jacket for my children to wear to school when it gets cold (they must wear all navy jackets in the classroom). This one is comfortable to wear and soft to the touch. It's a big hit with my kids. However, it isn't standing up to the test of time. Every single one of them is picked up. single. There's a lot of lint all over the place, including pine straw from the playground. It's extremely difficult to remove, and it must be picked off. The softness of both jackets' elbows has already deteriorated due to the girls' elbows resting on their desks during the school day. The jackets have only been with them for two weeks. I wouldn't mind paying less for these if I had paid less, but I paid twenty-five dollars for them. I bought them for $5 each and do not believe they are worth that much.
