This skirt is too big for your doll because our XS starts at a 20" waist.
It was a little smaller than some of the other brands. My daughter, on the other hand, was still a good fit. It's something she really enjoys.
I'm not sure what it's called, but it's worn over a leotard and tights by my 4T granddaughter. The hemline of the skirt reaches the mid-thigh area.
I couldn't find one either, so I looked through the reviews to see what size people had ordered. My granddaughter is four years old and weighs approximately forty pounds. The skirt was a good fit for me in the XS size.

My daughter loved wearing this ballet skirt. She's five years old, stands 41 inches tall, and weighs 33 pounds (for comparison). She has a small waist, so I ordered her a small (6/7 on tag) because I know this brand runs on the smaller side; the skirt was a little loose on her, but I was able to take it in a little at the waist to make it fit perfectly while remaining the correct length.
