I think the cap is lovely overall, but I would not buy the 1-size An ideal size for a 3 year old is 3T. This was a gift for my kiddo when she was under one - it fit her well, and I had intended to use it again - however, it's too small for this winter. She is currently in the mid-80s Although she would be at 95 percentile, she would still fall below the average size for a 3 year old.
