There is too much slack in this item ordered a 6 A 12 fits a 10 month old based on the sizing and reviews and though it doesn't fit the legs, it fits everywhere else. Consequently, I am returning to get the next size up because I would not be able to fold the feet. She should be able to fit into the next size.
