As far as Carters are concerned, these shorts are the straw that broke the camel's back. I just had my two year old daughter and she is exactly the median weight and height for her age group (50th percentile). The fact that Carter's clothing is so inconsistent in sizing would seem to suggest that clothes are designed for her body, but since she is so average, the clothes would make sense. She has some playground shorts in size 2T that I purchased for her. There was a split in the seam caused by their tiny size. As a result, I started to wonder if playground shorts might not be the best choice for her (like Hence, I bought a size 3T drawstring shorts for her thinking that she would have enough room to grow into them. The size of the shoes is slightly larger, but they stay on. There are these as well. Since some reviews said they run large, I went back to the 2T. These won't stay on her at all. The whole thing is absurd. They literally crumble to the ground. I was so busy that I could not return them. They are cute, but I don't Carter's has become a thing of the past. This company doesn't even know the basics of quality control and I'm finished wasting my money on them. she will be able to fit into these around the age of three or four.

There is no difference between the two sizes. One good thing about the shorts is the shape. There is a 5" difference in waist size in the photo with the navy shorts.
