I'm guessing it can, but keep in mind that it's only for people with dark or black skin. It will burn your skin if you do not do so.
My husband has dark skin and is unable to use a razor due to shaving bumps. This will work if you are concerned about shaving bumps. He uses a butter knife to apply and remove the powder from a shallow cup after adding water to achieve the desired thickness. Use at your own risk. I hope this has been of assistance.

This is truly magical stuff. It only takes five minutes to decinigrate the hair. I have sensitive skin, and the only time it began to burn was when I failed to read the instructions, which stated that it should be done once every 24 hours, but it was only a mild burning. The only drawback is that it smells like rotten eggs. Use in a well-ventilated area away from anything that could drip. It's best if you can do it in the bathtub, but good ventilation is essential. br>Also, the ratio they recommend is incorrect; the mixture should be pasty thick, like icing, rather than liquidy; add a little water at a time to avoid making too much and wasting it.
