As far as sharpeners go, I don't use one. The point is smoothed down by the index finger, followed by applying concealer using the finger with the product on it. In my opinion, using a crayon will cause more wrinkles under your eyes, so just pat it on instead.
You can apply it to your skin without much trouble.
If you prefer the liquid version, you should do so. The shades run a bit dark with a slight powdery finish
