It's extremely simple to use. I simply snare the snare. bob the fabric edge around the neck with the bob thingy. It doesn't choke him and is comfortable around his neck, according to my husband, and the cape has a fun design. I haven't washed it yet, so I can't speak to that, but it doesn't feel like a plastic tarp to me. It's a soft and supple fabric. I'm glad I made the purchase.
