In my experience, the answer is yes. It just barely fits our Diono Radian 100. It takes some effort to install, but it covers the entire seat surface.
I'm not sure if it works in 110, but it does in 104, and my son doesn't complain about his seat being too hot when I use it.
The elastic edges of the car seat cover allow it to stretch and fit snugly over the car seat. Those are most likely the dimensions of the elastic opening when it isn't stretched. There are no specifications for how big it can stretch to. However, according to the manufacturer's website, "Elastic sizing to fit most car seats," this should fit most, if not all, standard infant and toddler carseats, with the exception of larger or uniquely shaped specialized carseats designed for older special needs children and physically handicapped children.

It functions satisfactorily, but not spectacularly. While the baby was at Grandma's, I had it draped over my infant seat the entire day. To cool down metal and plastic clips, keep ice packs in your baby seat and this on as well, or keep a small spray bottle of water in your purse. Even though it keeps it cooler than having nothing on, the plastic and metal buckles are still hot to the touch. I couldn't quickly buckle my infant into the car seat and had to wait until I sprayed the buckles and seat with water first. br>br>At the very least, it was inexpensive. br>br>I live in Arizona, where the temperature can reach 120 degrees, with a high of 113 degrees today.
These were purchased in pairs. They perform admirably. The car seats are still warm, but not hot enough to burn my child. I don't have to wait for the car to cool down before putting the kids in their seats. br>br>To address some of the issues raised in other reviews:
- Yes, the car seat gets hot, but what do you expect when the inside of a car can reach 200 degrees in 90-degree heat? However, it prevents the metal skin from becoming overheated.

He does sleep in his Abode on occasion. br>br>I've noticed that the temperature in the Abode has dropped by several degrees since I put the carseat cover over the side of the roof that gets direct sunlight. Takes it all in stride. We live in Southern California, where the temperature consistently reaches 105 degrees Fahrenheit during the summer. Week 110 with a few days in the 120s is a special week. It was incredible how much this would help. The car seat would be slightly warm, not cold. We had to bring the car seat everywhere before we got it. This allowed me to leave it in the car without putting the baby in danger. I would purchase this item again.
It was a complete disaster when I attempted to open this product in order to place it on the car seat. On the inside, whatever product/material was used flaked off all over the place. This product could only be used in the garbage. It was a total waste of money.

After less than a month of use, the inside is falling apart and causing a major mess in my house.
This may be appropriate for a smaller carrier car seat, but we have a convertible car seat that is significantly longer. If you pull it tight enough, it will fit over (sort of). However, pulling it too hard rips it along the entire edge. As a result, you can see why this is a problem. We only used it three times before discarding it. Now I just drape the flimsier accordion style shade designed for windshields over the top, which does a good job of deflecting the sun.
