In short, yes. For the purpose of that I purchased it.
I have mine on the rim and aired up to 5" wide by 13".

I was able to buy the exact fit for my son's Chinese I was told 4 psi is the minimum, but my tire was popping off the bead so I increased the pressure to 7 psi I used 10psi and it worked well.
This works great for replacing the tires on our sail boats.
Buy don't buy they are extremely thin and don't even fit what they are supposed to fit and they are too difficult to return. Don't buy they won't even fit the person you are supposed to be giving them to.
I put it on my mini bike and while the tire is good, I did have trouble fitting it on the The tire does not keep air for long periods of time possibly due to user error, otherwise the tire works as expected and performs as expected.
Fitment is tight, and previous reviews stated that, but did not state just how It is likely that the bead would set at 5 o'clock. There are 5 rims.
This tire is very good, however you need to have the right tools to install it. I strongly recommend having it installed so you don't waste time and energy.
the tire that I just bought for my minibike, and it is really awesome. It gets so much traction, and for the price, you can't go wrong with it.
They didn't fit tightly enough on the rims for air to be able to be pumped in, so I had to buy tubes first.
