Are the screws included with wall anchors, so I can mount the unit ?

Unfortunately, you do not get an anchor for the wall with this product.

Would this be able to be installed outside to prevent rain water from coming in contact with SAE J1772 connectors?

The water is kept from getting to my connector if it's mounted outside. Waterproofing is not going to be possible.

It should fit on a 4 x 4 post, right?

It is true. Dimensions are 2 by 2 by 2 inches. The screws are inset a short distance from the edge of the board, making it 75 inches square to the outside. Three 4 x 4 posts are equal to four 4 x 4 posts. It's a great product! I have three of them at different locations where I plug in my car, and they work

The product is strong, cheap, and easy to use. It is not uncommon for New England winters to crack. I like this much better than leaving the rubber cap on my charger and having to pick it up.

The charger nozzle is held in place on this piece of plastic by the car charger when it is not charging. This holster is the lowest price I could find for the kind of holster I am looking for. Putting it to use in my garage was easy. I screwed it to the wall and it works great.

The GE DuraStation is how I use it. A wall exterior was attached to it with the screws provided. It works for an extremely low price and is significantly better than the stuff you can get on eBay 3D printed. Additional garage storage hooks were purchased for about $3 from my local big box store to hold the cord. I am very happy with my purchase!.
