That doesn't seem to be the case. The instructions state that 45 and 37 degree fittings are required for most American cars, so I guess foreign bubble flares are not recommended.
What do you mean by As far as my copper nickel brake lines were concerned, it worked as it should have. As far as I am aware, the copper line is also going to work, but copper tubing for brake lines is not recommended.

Your flare is held in place by a nut that has a great deal of play in it. Despite its limitations, the tool works sort of, even if I would have expected better from this price. If you know where to find a cheap flare tool and lapping compound, you could probably make your own.
