Can someone tell me where I can get a replacement bolt for the ?

It is a standard 5/8" 3" tower bolt available at any general supply store check to make sure it is a grade 8 bolt

Bolt with reverse threads on the inside. Within two weeks of use on a Frame rack, the rack was stripped.
