They have the wrong description for the pump it only operates at 100 psi

No, it does not come with hoses and it does not have an electrical plug.

It is possible for the on and off points to be adjusted?

The pump seems to work as well as the original for a lot less money than the Over twenty years were spent on the original. We will see, but occasionally we will use it at home.
