Metal sleeve set inside indicates it is not a track bar sleeve but the remnant of an old bushing. It sounds like a loose tool was used to remove the old bushing, which left it badly cracked.
I broke my cast iron vice in half when I used a bench vice. I'm soooo sorry! It's very difficult. I used a bench vise, but I had to constantly hold the vice in place. To get the bushing into the vise, I had to purchase a heavier vise. Before you install the track bar, it's a good idea to freeze the bushing for 30 minutes.
