Is it in its original packaging, complete with a warranty and a sticker?

Yes, it comes in original packaging with a warranty card and a white black widow decal; however, the black widow decal shown in the muffler image is not included.

Is the inlet and outlet made of carbon steel rather than stainless steel so that welding can be done easily?

It's all 304 stainless steel, though you can use a mig or tig to weld 304 and 316 stainless steel to plain carbon steel.
