If you're referring to the lockout hub, special tools are required to remove it; however, no tools are required to install it.
It's a spiral lock ring that secures the axle in the wheel bearing assembly on the outer CV joint.
It's both; the spiral lock is already attached to the plastic clip, and you can easily put it on and take it off with a pair of snap ring pliers.
This isn't a seal, despite the fact that it looks like one. The outer axle is held in place by a Snap Ring. It won't be the last time you change the snap ring because it's very weak. However, it is an essential component.

It's one of the few places that sells them for a reasonable price; it's absurd that Ford made this specific part for the price, but that's life. On all Ford Ranger vacuum hubs, this is required to keep the front axles in place.
My Ranger has these instead of hub nuts to keep the axle in place in the hub. (pulse vacuum hubs) Perfect replacement for the broken one. Ascertain that you have a retaining ring tool or retaining ring pliers on hand.

If you're working on a Ford with pulse vacuum hubs, you'll want to have these on hand because reusing the old ones is unlikely.
It arrived undamaged, was not brittle, and went in without a hitch; I just ordered another for the other side because I'm changing the ball joint on that side. Don't skimp on this; most get buggered or break when removed. It would be a waste of time to wait with your truck apart until you could get one.
It's a great Ford Genuine part, and it's less expensive than buying it from the dealer.
And it got there quickly.
