This does not seem to be the case. The quicksilver 2000/3000 classic is compatible with this. There must be a difference between a 3000 quicksilver throttle and a 2000 quicksilver throttle. Consult the diagram for the throttles and determine the part you need.
Pushing it into the hole on the throttle handle is all it does. On the bottom, there are two nubs that hold the lid in place.

The head of this button broke off for me when I tried to pop it out like many people. A good approach to fixing a problem is to fix it first, and ask questions later. The thing you don't realize when you pop the button out is that you need to advance the throttle until it pops out without much resistance. As, by doing so, you may break off the head like I did, hulk smash tool man.
Push the small green button and you can engage the throttle without switching gears. I have brought out the boat and it seems to be working.

Fit was good, but the price is a little too high for a simple plastic piece.
On my 2001 Tracker boat with Quicksilver controls, installed. It snaps right into place and works perfectly. On first start, I now have the option of revving the engine out of gear.
Due to a mistake I made, I was not able to remove this factory part. I was relieved to find that it was less than $10 to replace.
